J&K Engineer Service Forum hails Govt’s landmark decision on cadre reforms | KNO

Srinagar, Oct 28 (KNO): The Jammu and Kashmir Engineer Service Forum on Tuesday extended gratitude to the Government of Jammu and Kashmir for a “historic and transformative decision” regarding long-awaited relaxations in the appointment criteria for key engineering positions across the Union Territory. In a statement issued to the news agency—Kashmir News Observer (KNO), a spokesman of t the Forum said, “We are thankful to the Hon’ble Lieutenant Governor Shri Manoj Sinha, Hon’ble Chief Minister Janab Omar Abdullah, Hon’ble Deputy Chief Minister Shri Surinder Chowdhury, and Additional Chief Secretary Shri A.K. Singh along with his team for finalizing this significant reform in the Cabinet and formalizing it under S.O. 281 dated 28.10.2025.” “The landmark order has introduced crucial relaxations in the eligibility and appointment norms for Chief Engineers, Superintending Engineers, and Executive Engineers. This move will eliminate long-standing bottlenecks that have hampered career progression and overall departmental efficiency within the engineering services,” the spokesman added. Calling the decision a “game-changer,” the he emphasized that it will pave the way for clearing pending cases of promotion and regularization that have been lingering for years. “The reform is also expected to open new avenues for employment and address the professional concerns of engineers serving across vital sectors such as Public Works (R&B), Jal Shakti, and Power Development,” he added. “The J&K Engineer Service Forum under the leadership of Er. Nasir Amin, expresses deep appreciation to the administration for its responsiveness to the issues faced by the engineering fraternity. This decision reflects the government’s pragmatic and inclusive approach toward governance and human resource development,” the spokesman said. Quoting Er. Nasir Amin, the spokesman said, “The move will significantly boost morale among engineers, enhance institutional efficiency, and ultimately improve the quality and delivery of public infrastructure projects across Jammu and Kashmir. By removing procedural hurdles and ensuring merit-based advancement, the administration has taken a bold and visionary step toward strengthening the engineering institutions of the Union Territory,” he added. The Forum reaffirmed its commitment to work collaboratively with the government in realizing the objectives of this reform, ensuring that the benefits of improved administrative efficiency and faster project execution reach the public at large—(KNO)
